In 2009, the African American Health Institute (AAHI) received a contract from the California Department of Managed Health Care, Office of the Patient Advocate (OPA). The intent of the contract was to provide technical assistance and training to OPA and their local HMO Enrollee Regional Outreach Information Centers (HEROICs) on the best approach to reach and educate the African American population regarding access to health care and mental health resources.
AAHI determined that the best approach was to obtain information from people of African ancestry in California about their perspectives on access to care resources. AAHI traveled throughout California and conducted over 40 regional focus groups. Input from the population indicated that culturally appropriate materials were needed to connect to and more appropriately outreach to the Black community to increase access to health care.
